Fourth Street, Oxnard California The Oxnard Transportation Center (OTC) opened in 1986 and is a 13,000 sq. feet red-bricked building with a green-colored roof that towers over downtown Oxnard.   This two-story, landmark building offers convenient and reliable services to the residents and visitors of Ventura County.  The total facility area of the OTC, including parking lots and all surrounding areas is a little more than five acres.
